Louisville Colorado 2026 Ballot Measure 2E
Louisville ballot measure 2E would significantly increase signature requirements for initiatives and referendums, ballot Issue 2E would make it much harder for Louisville residents to exercise their constitutional right to petition City government.
DID YOU KNOW?
Initiatives and referendums are a vital part of our community and help keep our local government accountable.
● Louisville voters have long used initiatives and referendums to enact positive policy change.
In the past 50 years, roughly 10 initiatives and referendums have paved the way for an ethics code, open government requirements, major open space protections, and stopping a landfill in Superior.
● Higher signature thresholds strip power from the people of Louisville.
Increasing signature thresholds creates a burden for grassroots organizations that monied interests and professional campaign organizations can easily overcome. This shifts the power from residents focused on preserving Louisville's value and character.
● The right to petition your government is part of Colorado's Constitution and Louisville's City Charter.
Initiatives and referendums are vital checks and balances on your government's decisions and power.
● The people have reserved this right.
McKee v. City of Louisville, 200 Colo. 525, 616 P.2d 969 (1980).
In discussing the initiative power reserved to the people under the Colorado Constitution, Justice Quinn wrote:
“This right is of the first order; it is not a grant to the people but a reservation by them for themselves.” — Justice Quinn

● The increase in signatures is actually much higher than it seems.
Many petition signatures get thrown out based on technicalities, so to be successful you want to turn in double what is required. That means for initiatives the current 810 certified signatures is 1215. But in reality you’re changing the number of signatures required from 1620 to 2430. That is equivalent to 15% of all registered voters in Louisville. The bar for a volunteer group would would be extremely high.
